Changing the Model (1937-1962)

Believing that children with severe disabilities needed a better model of care, Dr. Winthrop Phelps opened an institute in Baltimore that combined treatment, education, research, training, and community support all under one roof. The photographs below showcase early Institute employees, including Dr. Phelps, as well as the early technologies that helped advance care for children with developmental disabilities.
